If you know the password you can start the computer and tap the f2 key to enter. The tab to the security screen to add/remove bios password. If you do not know the password you will need to contact Dell Support and have them reset the password. They will verify ownership of the computer and then provide resetting information.

If you are referring to the admin password on the BIOS and are the owner of the machine from Dell, you can contact their support http://www.dell.com/support/my-support/us/en/19/Products/ and enter the service tag of the machine. Then contact them via Chat and they will help get that unlocked for you. If the admin password is in windows, they won't be able to help.
Hello, can you tell me if you see the Windows Screen? or is a bios password? The first one can be unlocked using a program called Active@password. The second one can be unlocked for $30. Hope this helps.
reformated twice? have you already ran diagnostics on the hdd? check first the hdd thru diagnostics it might the hdd causing the problem. if no errors found in hdd make sure it was reformated as clean install. your hdd might have partition and just reinstalled OS on he same partition without deleting partitions. Try deleting partitions then create new partitions then reinstall OS.
