It sounds like a hardware issue, if you're getting the LED's blinking when pressing power, there IS power to your mainboard (which is a good thing). Some manufacturers have placed LED blink codes within the system to let you know what's going on, but I have a feeling it's either A) your battery or B) your hardware, such as a bad RAM stick.
Try removing the battery and with the power plug connected switch the laptop on. If it works, you've got a bad battery.
Try removing a single RAM stick or replacing both.
You could search HP Pavilion LED blink codes to further address the issue.
Thanks so much for the reply. I have tried turning it on without battery bt no success. tried with just one ram. still nothing. I'll have to change the ram and see if it works. Thanks
its not working. changed the ram. One thing I notice. the power button lights up for 2sec and goes off. there's no error blinks on the numlock led. no sign of the fan coming up. its just blank. taken out the battery and tried with AC power. still no luck. I really need help.

They are trash period and even though its an old post I feel the need to complain about this model.. all you really need to do to find out if it might be broken is to check and see if that DC Jack on the computer is "wiggling" around, if the center part is moving around. If it is, then there is a chance that it is broken. I used to work at a computer store where the owner would resolder new DC power Jacks into laptops, but he was the only one in town who did that. So you might want to check around at the local computer repair or electronics stores to see if someone does that type of thing. Also, have the power supply checked out, it could just be dead.

Try open the memory module case (RAM), it's located under the unit, then remove it from the holder, then clean the connector part using alcohol and soft cotton bud, then dry it with tissue paper.
Then,Re-attach it again, and then turn it on...
If this didn't work, you need to replace the memory module with new ones/ same specifications.

First, you need to make sure your power adapter is providing enough
power to both run the laptop & charge the battery. A very good way
to do this is to compare your laptop voltage & ampere requirements
(written on a sticker on the bottom of the laptop) with the voltage
& ampere ratings of the power adapter. Voltages should be the same,
or the power adapter's voltage about up to 0.5 volts more than the
laptop's voltage rating. Amperage of the power adapter should be at
least equal to or greater than the laptop's rating. It should never be
less than the laptop's rating, or else the power adapter will be
providing insufficient amperes to charge the battery. Of course, the
power adapter's nominal amperage might be ok, but it degraded on usage.
You can verify this by testing using a good or new power adapter.
If
the battery did not charge using the new power adapter, take the battery
off the laptop, & using a dry tooth brush, scrub in between the
fins of the battery connector on the motherboard & on the battery it
self, then put the battery back into the laptop & try again.
If
this still did not resolve the problem, then the battery itself could be
bad. Try it on another laptop, or try a good or new battery in your
laptop.
If this did not work, there might be a possibility that the
charging circuitry on the laptop's motherboard is defective & needs
servicing. In order to do this, the laptop needs to be disassembled
& the motherboard checked for defective/burned out components in the
area near the DC jack. Any defective/burned out components found should
be replaced, or you might need to replace the laptop's motherboard
altogether.
*If the system initiated hibernation because of a critical low-battery condition, connect external power or insert a
charged battery pack before you press the power button. (The system may not respond if the discharged battery pack
is the only power source.)
