VOX is the abbreviation for Voice activated transmission, and ROG is likely the abbreviation for Roger Beep, which is a small beep or series of beeps at the end of a transmission that alerts the other person you are talking too that your transmission has ended. this is mostly used when signals are noisy, as the beeps are a sure sign that you have finished your transmission.
Almost always, the problem here is that the micro switch for the Push-to-Talk (PTT) button has failed. The Cobra microTALK PR-3500-2 DX VP Radios are supposed to be equipped with acoustic noise filters that are built in the microphone. This problem could have been caused from the radios getting wet, damaged, or the microphone going bad, the microphone can be replaced if you still have the warranty, but if you want to save money you may wan to get a new set of 2-ways. I suggest the Uniden GMR325-2, these models are inexpensive and have an approximate 5 mile range in good conditions.
