First make sure the wireless card driver in the computer is installed and the wireless is enabled and working. To connect to your wireless router, it needs the router’s wireless settings configured and also needs the wireless cards in all the laptops and or computers to be configured with the router’s wireless settings. Then the laptops and desktop computers can communicate with your wireless router.
To set-up and secure the wireless router from unauthorized access, follow these steps: - 1. Connect the wireless router to your computer with a LAN cable. 2. Start your browser and enter the router's configuration URL IP address. 3. Enter the router setup, login and password 4. Change the admin password 5. Go to the wireless settings and change the default SSID and turn off SSID broadcast. 6. Setup encryption key the strongest is WPA2 (if not then WPA). 7. For further security measures - turn on MAC address filtering and enter the MAC address of the wireless cards on the computer/s you want to connect to this wireless router. 8. Record the settings you have made and keep it in a safe place and Save the settings. 9. Configure the wireless cards on the computer/s with the SSID and encryption settings of the router. 10. Remove the LAN cable between the router and the computer then the computers should be able to connect to the router wirelessly. To access the Internet you need to connect the DSL or cable modem to the WAN (Internet) port on the wireless router.
If your router was working before, and suddenly stopped working, then you probably need to reset it.
Unplug the router from power, also unplug all network cables from it.
Wait about 30 seconds.
Plug power back in, followed by network cables.
Wait some more seconds while the router restarts.
Only the Power light and the Status light should be solid. All others in use must be blinking, which means they are in use.
Try connecting to the internet with cable first, then try wireless.
It should work.

Is wireless turned on? There is a slider switch on your laptop that turns wireless on and off. If it's on you should see a little blue light, if it's off it's amber-colored.
Next, make sure you're wireless security settings match those on the router.
Do you have a wireless adapter program on your laptop or are you using the windows wireless setup (if you R-click on the wireless icon in your system tray -down by the clock- and you select, "Connect to a Network" you should see available wireless networks. If there is a message that says Windows cannot manage your wireless connection, then you're using a 3rd party wireless manager. You need to find out what it is and if it's running it needs to be configured to work with your router.)
I believe you are trying to connect wirelessly using your laptop to your wireless router(Belkin 59G). Try to hook it up first on your computer and check if you can go online.
If yes, then that's the time you go to the router's set up page and check the wireless security of the router so that you can connect wirelessly.
If not, then you have to reconfigure the router and the modem. If your internet service provider is cable you can just turn off the router then the modem and waitfor 5 seconds. Turn on the modem, wait for the lights to turn on then the router. After that, check if the computer will be able to go online when connected directly to the router.
