It would seem that your laptop does not have inherent bluetooth capabilities....you can however buy a usb bluetooth adapter which are relatively cheap

Tips for a great answer:
Flip the switch or push the power button on the Bluetooth device to turn it on and make it discoverable.
Click the "Start" button on your computer and select "Control Panel."
Click "hardware and Sound" and choose "Bluetooth Devices."
Click "Add." Follow the onscreen instructions, which vary depending on the kind of device you are installing.
The instructions mostly consist of clicking "Next" or verifying that you want to install the device.
You now have activated a Bluetooth device on a Dell laptop.
