Question about Dell Latitude D800 Notebook
If you can borrow a Dell docking station, use it to see if your laptop will power up using its power button. If it does (and even if you cannot borrow a docking station), your problem could be simply a a loose connector beneath the power button.
Using a small screw drive on the left edge of the Center Control Cover (just beneath the display/cover hinge and above the F1-F12 keys), pull up the cover. Locate the cover's flat ribbon cable connector above the Page Up key. Pull it up and carefully reinstall.
Try the power button now. If it works, put everything back together. Otherwise seek profession help.

Try removing the battery and plugging it into the wall. then turn it on, if it turns on your battery is bad or connected improperly.
