Question about Jazz JDC31 Digital Camera
You should have a cable that came with the camera, USB computer plug on one end, and a plug (USB-camera, FireWire, or something else) that plugs into the camera.
Downloading to a computer should be straight-forward if you have the proper drivers installed (should have come with the camera). If you have a Mac OS-X computer (my recommendation), the iPhoto application usually self-launches and guides you through an automatic download. If you have another computer, preparing it for downloading photos is almost another project in itself, as you will have to locate and install the necessary drivers for it to work.
I can be of further assistance, let me know (e.g. with a comment). If this helps or solves the issue, please rate it accordingly.
