When you start your computer, is the floppy drive detected in the BIOS? or is it Enabled in the BIOS? you have to enable the floppy drive in the BIOS for it to be working. Plus can you double check if you inserted the power cable and data cable properly? The cable might be loose. Double check.

You have to enter the BIOS setup utility and change the boot order to first boot device as USB drive or USB device etc..
