I have a 2000 Saab 93 , got it off a guy who wanted rid of it 2.2 TID he said he doesn't know whats wrong with that it just wont start, so did a full check has fuel , pump is working then we took out the glow plugs and replaced them but they are not heating and the connectors going into them have no power when we put a phase tester into them , anyone any ideas what it could be , car does crank and no warning or error messages are on the dash , Live in Ireland so its not a frost or cold issue

have you tried bleeding the injectors by just cracking the unions until you see fuel leaking then tighten them as i stupidly run out of fuel and my 3.0tid wouldnt start even when recovery company tried and that is what it turned out to be an air lock

You didn't mention any trouble codes. In 1996 all vehicles manufactured in the U.S were required to install the second generation OBD, also refered to as OBD II, to insure that a standard scanner could be used on all vehicles.
It shouldn't be a fuel problem with everything you've had done.
I don't believe it's an emissions problem, because, although emissions can cause a vehicle to stall it usually gives a bad idle and poor acceleration among other things.
Because you don't mention bad idle, loss of power, or no restart we can safely say it's not an emissions problem.
The only thing left that I can think of is an electrical short. I would start with having both ends of the auto shutdown relay checked for a good connection and have the contnuity checked.
Secondly, I would ant to have the wiring in the steering column checked for the same thing, in particular around the ignition. I am very sure your problem is electric.

Anytime you replace the pump you should replace the filter. Most common cause of pump failure.As the filter is clogged it can and will get the pressure, but not get the volume.
