Generic problem for all Shredders

Cross shredder isn't shredding properly

In our office we have Corporate Express cross shredder. Recently, it hasn't been shredding properly. It will shred a page or two (it is supposed to shred 17 pages max), but when it shreds the page or two, the red light comes on telling us the bin is full. But the bin isn't full, it is almost empty. Unfortunately, no one in the office knows where the instruction manual is.
