Install the ati omega drivers for your OS from http://www.omegadrivers.net/ati.php and follow the readme file. Note that although you have a 7-pin s video output, only use a 4 pin cable. After installing the drivers per the instructions in the readme file and rebooting, on the screen with the outputs where you've seen TV as a greyed out option, you now have the option to force TV output at the bottom... That was the missing feature that ATI's drivers did not support. You should be good to go from there. Additionally, some people suggest making sure the svideo cable is connected from the laptop to the TV when you boot up.

The Dell Latitude D600 has a VGA out. If your TV has a VGA connector then you should be able to connect it to it. All you have to do is connect the cable, and press the hot key to enable VGA output. Usually its Fn+F5 or Fn+F7 for Dell laptops.
You need to download the ATI Hydravision software, that is what I had to do before the picture would show up on my TV using the VGA-->Svideo connector

Power off the laptop.
Power it on and tap F2 at the Dell logo. check if the screen is sidways in the BIOS or not. If it looks normal in the BIOS restart the computer and go to control panel and uninstall the Video drivers. Restart the computer. It will boot up with basic drivers. Install the video drivers and the issue should be fixed.
If the display is side ways even in the BIOS try a BIOS update from support.dell.com and if you dont have an update reflash the BIOS with teh version availbale on the website.
I am a mind reader (Techie minds only) He wants to turn on the SCART Press and hold the blue Fn key (lower Left near Cntl) and then press the F8 key (Top row center) to switch between LCD, Both, SCART, None and repeat each time you push F8
You might have to switch your video out to PAL too ;-)
