Do you mean photo albums? To do this I would just attach the phone to your laptop or computer using the USB cable, mount the SD card by clicking mount when the phone notifies you, and then create the albums as files on the SD card. Then you can copy and paste any pictures into any album you want, and afterwards unplug the phone. I don't think there's any way to create photo albums actually using the phone though.

After transferring your photo albums to your computer iPod
Touch, a portable multimedia player made by Apple, you see the pictures on the
screen 3.5-inch touchscreen. For example, you can create a photo album of
pictures of a recent event, so you can show someone when you visit. When you
are finished looking at the pictures and want to make room for more of them on
the iPod Touch, you can easily remove the phone's photo album.

1. Open iTunes, Apple's free program to manage your iPod
Touch to your computer.

2. Connect the iPod Touch into a USB port on your computer
with the USB cable included with the device. The iPod Touch icon will appear on
the left side of the iTunes application window.

3. Click the icon for the iPod Touch.

4. Click on "Photos" tab. Click the "Sync
Photos" box. The list of photo albums on your iPod Touch will be displayed
in the "Albums" section.

5. Click the box next to the name of an album that you want
to remove the iPod Touch, check the box.

6. Click the "Apply" button at the bottom of the
iTunes window to delete the photo album from your iPod Touch. The album still
image on your computer.

While the album artwork is an essential part of non-digital
albums, is also useful for digital versions of music. This is especially true
of songs from the iPod Touch from photos, also known as album art; add to the
visual appeal of the songs played on the iPod Touch. If you noticed that your
songs are missing images playing on the iPod Touch, you can solve this problem by
obtaining the art in iTunes.

1. Connect your iPod Touch to your computer using the USB
cable for iPod.

2. Click "Start" then "All Programs" and
"iTunes." Click the "Music" option under
"Library."

3. Click "Edit" then "Select All" on
iTunes. Right-click and choose "Get Album Artwork." Then click
"Get Album Artwork" when asked if you want to get the album cover.

4. Wait for iTunes to download artwork. This may take
several minutes depending on the number of albums that defect art.

5. Write the songs from iTunes to your iPod Touch. If your
iPod Touch is automatically set to sync with iTunes, iTunes automatically
copies the music.

6. Disconnect the iPod Touch after iTunes has copied the
songs. Press the "Music" on your iPod Touch and play a song to iTunes
to see the pictures added.
To do this you're going to have to re-copy all of the music you want album art for to your G1! Sorry! But here goes...
Firstly, the reason the album art isn't there is because it wasn't bought online, therefore the album art may not be encoded onto the songs. However it's not that hard to encode art yourself on Windows Media Player.
You have to look for the album art online, and save it on your computer. Then, find the songs you want on Windows Media Player (if they are from the same album then ctrl+click them all) then right click. On the right-click menu there should be an option called Advanced Tag Editor. Click that, then the Pictures Tab, and click Add. Then find your album art and select Cover (Front) from the Picture Type drop down menu. Hopefully that will encode your songs with the album art, then you can sync them with WMP or copy and paste them as normal.

Music files can be embedded with album art for display on
MP3 players. Since most files have an album cover, this without them would be
when a device likes the iPod Touch. Apple iTunes users can add or delete album
covers. There is no way to change the album art through the device itself. The
addition of cover, you have an easier time choosing the album from a list.

1. Open iTunes.

2. Go to your "Library".

3. Highlight the song or songs you want to add album art.

4. Right-click and choose a song "Get Info".

5. Select the "Artwork" tab. Here you can add or
remove the album art embedded into the file or files. Add an image, click
"Add" and navigate to the image of your choice to find. Click
"OK" when finished.

6. Synchronize your computer with the iPod Touch update
album art for the device.
I found this on an Amazon review. I hope it works for you:
1) Install the software on the CD (although the application won't open just yet)
2) Plug in the usb cable into the pc and the keychain and wait a minute (nothing happened here for me)
3) Unplug the cable that goes into the keychain, and then plug it
back in. On the keychain screen, an option menu should come up that
allows you to select either to power the keychain or to update the
keychain via usb. Select the update option. (Note that drivers might
install before this or maybe it found the driver I downloaded at the
4) Now that you have selected the update option, you can now open
the program that was installed off of the cd. Select the pictures you
want, move them over, and then download them to the keychain.
I think if you send the pics to your online t-mobile account and access it through your computer. You should be able to save it to your comp by right clicking the pic and saving it in a folder most common in your pics folder if you have a pc. Not sure for mac users.
The key is to hit the send photos button in the upper left hand corner of the main page. that will open up the photo viewer. Once there the instrutions actually make sense. going to select Photos and opening active image express will not down load the pictures, you have to get to the photo viewer v2.3. the manual is correct you just have to read if very carfully.
