Yes and no.
Depending on how the lifters and rocker arms sit on the valves, you might be able to apply air pressure to the cylinder to keep the valves closed while taking the springs off. If you take the springs off without pressure the valves can fall into the cylinders.
The seals are under the valve springs.

You either have had the wrong valve seals installed, they are physically missing, or the valves are incorrect (too loose in the guides/stem too thin). The rocker arm seals will not contribute to your issue. If it did not have the oil smoke before you took the head off, the issue is with whatever the machine shop did. Valve seals have to fit TIGHT, or oil will go down the valve stem into the intake.
Take the head back to the machine shop & tell them to fix it. For free.

Make up an airline fitting that will screw into spark plug hole, or buy from autoparts , or tools supply place. You put compressed air in cylinder while changing, which holds valves in place.

Yes, you can, but you need to have a special tool that screws into the spark plug hole, so that you can attach an air hose to it to apply pressure inside the cylinder against the back side of the valves to keep them from falling down into the cylinder. The problem is that if the valve seat is not sealing, such as is commonly the case when a valve is burned, then the tool will not help you and you will have to remove the head anyways. Ford makes special tools for removing the valve guides and to install the seals.

Hey Anon..this is a serious problem ONLY if you do not keep your engine oil level full...but you do need to get it repaired as soon as you can..
Sounds like you may only need new valve stem seals...BUT.. you need to check and see if your car smokes when driving.. especially when you are stopped at a red light, then take off again...Does it smoke then.>??? >> THIS IS IMPORTANT!!... It determines whether its rings and/or valve stem seals.. If it smokes after a red light.. it could be rings and valve stem seals.. If it ONLY smokes in the morning.. its a 99% chance its just worn out valve stems seals...
Find a qualified professional (ASE Certified or Toyota Factory shop) ..This is NOT an inexpensive fix..BUT - ASK if they will replace the valve stems seals without removing the heads..( I KNOW they can..its just a matter of WILL they!?!?)...BUT....The shop will want to rework your head(s).. called a "valve job" and this is normal,-- they will remove the head(s), all the valves, regrind their sealing surface and regrind the valve seats in the heads, install new valve stem seals, new intake gaskets, new head gaskets, fresh antifreeze..(get a new -QUALITY- thermostat and have them install it - no need to chance overheating your engine), they should "surface the heads".. giving them a fresh gasket sealing surface.. this will restore the sealing surfaces and help with the compression, and I would recommend letting them do it if you can!!....if you do this -- MAKE SURE you ask/demand for ALL your old parts back,-- all of them!! Blue smoke indicates burning oil in the cylinders. Could be worn piston rings, worn valve guides, or bad valve stem seals. An engine compression test may help find it, but a cylinder leak-down test is a more precise way to find where compression is being lost. If compression is good, you just may need to replace the old rubber valve stem seals. A shop could do it without having to remove the cylinder head, using an air compressor hooked up into each cylinder while the valve train is being worked on. The air is used to keep the valves from falling into the cylinder while the seals are replaced. About a 4 hour labor cost, so expensive, but a lot less than a cylinder head removal.

93 sundance 3.0L replace the valve seals

it is more than just the valve seals.the 3.0l engine is notorius for the valve guides slipping down into the valve pocket. there is a fix that involves adding a keeper to prevent them from falling but it requires removing heades and taking them apart. yours may have already have had this done so valve seals may fix it.
yes you can change without removing heads you need to have piston at the very top off stroke if off by a little the piston will be forced down by the air pressure so somehow locking crankshaft from moving would be a good idea.
remove plug from a cyl and fashion or buy a fitting to screw into plug hole that will also hook up to a air hose from a air compressor. the air pressure holds the valve closed then you will meed a valve spring compressor designed for removing the springs with head still installed. can rent them at auto parts stores.remove spring and replace seal. then reassemble and move on to the next
but sometimes the valve opens or piston moves down and the valve falls into the cylinder. you can pull it back up and try again or just take the heads off.
my recomendation is just take the heads off they are fairly easy to remove and instal. then have machine shop cut the grooves in the guides and install keeper clips

V6 XLE using oil huge white smoke cloud on cold start but not on hot start.

You have what is known as a valve guide or valve guide seal problem. as the car sits, the residual oil in the valve cover is seeping into the cylinders through a faulty seal or excessive clearance of the valve guides and is now sitting on top of the pistons, so when you start the car. it burns and goes out the tailpipe. Id recommend you take your car to a certified engine repair facility to have it checked for repair. "Valve guide seal" replacement can be done without too much headache . If the "valve guides" need to be replaced, then the cylinder head/heads must be removed. and this is a lot more costly.

Celica ST 1.8 Valve stem seals

When does it smoke? All of the time, or just when you start it? If it smokes all of the time, consider piston rings. If you have lots of smoke when first starting only, valve seals and possibly worn valve guides are the culprit.
