I have, more or less, the same problem with my two year old 22'' LCD Samsung monitor. When I turn on the monitor, a white screen comes up. I then have to wait 2-3 minutes and turn the monitor off and on to get the picture up from the CPU. The screen flickers then for about 10-15 seconds and the brightness is lowered on the screen. After about another 60 seconds the picture becomes clear and all aspects seem normal. It seems like it is taking the monitor 4-5 minutes to warm up each time it is turned on or is awaken from sleep mode. I have tried my other monitor on the CPU and it seems to work fine so I believe it is the monitor, not the CPU. Is there anything I can do to end this problem or would it be better to simply buy a new monitor?

Ok here could be 2 problem
1 your computer done send video signal
2 cable it is bad
you should try first to other computer to see if work , if yes that means your computer it is with problem , if not work that mean your monitors dont receive signals

When I power off my LCD monitor, the screen goes all white, but once I turn the monitor back on it goes right back to displaying whatever it should on the screen. Or when I shutdown the computer it also...

If this has happened to two monitors on the same computer, then i dont think the problem is with monitors, i think the problem is with the graphics on the computer, i suggest uninstalling the driver for the graphics card in device manager and then restart the pc to see if that makes any difference. The divice manager in in the properties of my computer icon, just right click and choose properties, then device manager.

if the monitor turn white but the power light is stay on with green, then probably the back light tube was defective, and it will happen randomly in beginning and getting worse after while.

Well the first and second paragraphs make me say the Inverter/power board must be replaced.

A white display typically means either your display cable (in your monitor) is loose or logic board is dead.

Either one of these things typically mean take it in for an estimate to repair, and if it's too much, buy a new one.
With your luck I think I might switch to big cheap CRT.

The screen is white

This is the internal video card of the monitor.
It has either failed, or the cable that connects it to the LCD panel has come out of either the video card or the panel.

Hope that helps =)

Monitor goes to white at cpu shutdown

The problem is in the "soft switch" technology: On some of Sylvania's newer monitors they have incorporated what is called "soft switch" technology. This allows your ATX power supplied computer to turn your monitor on and off using it?s software controls. Therefore, your monitor?s light will always stay on blinking even when your computer is off. The monitor in normal operation consumes about 80W of power; in the "OFF" state it will be reduced below 8W. The "OFF" mode of the monitor can be controlled by the PC input signal or by pushing the soft-power button to disable the PC signal control for manually turning off the monitor screen. Thus, when the monitor is in soft-power "OFF" mode it still consumes a very small amount of power. For the purpose of making it noticeable to the user that the monitor is in soft-power "OFF" mode, we designed the power indicator to provide for a slow blinking signal (every 2 seconds). If you need to totally turn off the power, then the power cord would have to be unplugged. The same is true of the PC itself, but the PC does not provide for notification while in "OFF" mode.
