Long story short:
Had the same problem with my Soyo.
Thought it was the power supply board problem that everyone else was reporting.
ordered one. Plugged it in. Did not work.
Inspected the Main/Logic board and found what looked like a black button that could be depressed. It is located to the right of main processor on the board. You can't really miss it.
With the TV plugged in, I pressed the suspect button. The TV made a buzzing/clicking noise for a few moments and the stuck blue illuminated power button faded away.
Curious by this, I pressed the power button and low and behold the TV comes to life!
Looks like I found a "reset" button which seems to have fixed my problem.
Thanks Soyo for not bothering to mention that such a button exists.
I hope the rest of you have the same good luck. In the event you are still in need of a power supply board, email me. I have a spare now it seems. ;)
Hey Pogie, I'll buy that power board from you for my otherwise dead Soyo 32 inch...how much and what city are you located in...I'm in Canada.

I am having the same problem, I brought mine to a repair shop, and it's the power supply. It's fried, I need a new one... he said that this model has had that problem. I called SOYO, and the part is back-ordered, they said to call back in January, and hopefully they will have a ship date.
Blue light comes on but power wont start tv
BLUE LIGHT STAYS ON AND THATS IT,NO PICTURE OR SOUND,HAVE TO UNPLUG IT TO TURN OFF BLUE LIGHT.REALLY SUCKS.
