Check to make sure your fan switch is touching the metal.. the fan switch is tiny (size of a dime) with two stake on wire conectors going to it... check to make sure the speed switch (looks like a dimmer switch) is sending power to the fan switch... if all that is a yes then remove fan switch and hold a lighter to the back of it.. should come on in 5 seconds with direct flame.. if you still have nothing replace fan switch..

Pilot light is on. Why doesn't thermostat trigger?

You may have a bad heater controller (tells gas to flow and blower to turn on). Only way to find out is to run a tester on it or call a repair man.

Is there an air filter for my ''Cozy'' Counter Flow Wall Furnace

Cozy most generally doesn't provide a place for a filter in its wall furnaces. I have seen people secure a typical house filter to the outside grill where to return air enters. It's cheesy but works.

This is a weird one, but make sure all the wire connections are in the correct place. I accidentally miss wired a heater like this and it did the same thing.
