I had to restore to a previous restore point to resolve a problem . Since the ( 24 hrs ago ) the screen message says " Please Wait " the laptop wont do or allow me to do anything .
It is not unusual for windows to lock up during a system restore. I am curious to know which operating system you have and what prompted you to do the restore. In any event, I would simply power down by holding the power button for 10 seconds. Start it up again and see what happens. If that does not work, I would start the computer in safe mode by pressing F8 during startup BEFORE the windows logo appears. If the computer runs in safe mode but not in a normal start up, I would remove any software of hardware that you may have installed since the computer was working. You can also select a new restore point to see if that works. Windows will also give you the option to start from the last known good configuration from the safe mode window. That is another option. Let me know if that does not work.

Log into Windows and press Acer Empowering Key to launch, you can use that utility to restore the system.
If you have a pqservice partition but alt f10 does not work there is a
file called mbrwrwin.exe and rtmbr.bin which is needed to install the
acer missing magic code all you have to do is type the following on a dos prompt. mbrwrwin install rtmbr.bin it adds the file to a slot
Once you have done that reboot the computer and wait it takes a while
to restart, it then it seems to find new hardware (dont know what it finds)
then do a reboot and then you can alt f10 to your hearts content.

You can follow LavaTech's instructions to set the machine to boot from the cd, and you can load any retail version of windows. You will have to go to http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/home.jsp?nav=Product%20Support
to download and install the device drivers.
run the repair from the install disk.

You can "try" to stop the process from starting by unchecking the appropriate box under boot menu.
go to RUN, type MSCONFIG, check the startup tab.
