Press the ON/OFF button to power on the device. The device has an <ON/OFF> button.
Try to Uninstall and Reinstall the Driver If the MP Navigator or the MP drivers are no longer required, or if they are not installed correctly, uninstall them.I hope it helps!!!

SOURCE: Scan problems with Canon MX310
I had the same problem. After replacing the USB cable with a good one the scanner came back to life.
I suspect scanner has a higher requirement for USB data transmission thats why printing and copying work but scanning does not.

Please go to Control panel and choose add or remove programme.. kindly uninstall the program i.e. Your printer driver after all re-install the driver... thanks
