There are a hundred reasons why this could happen and without the make, model, or even the type of printer listed it is hard to offer advice. But, in most cases printers stop feeding paper when the rollers become worn, dirty, and slick. I would recommend before you do any type of major printer reconstruction that you try getting a $4 bottle of rubber renew and applying it thinly to the rubber rollers using a cotton swab. This will eat away at the surface of the rubber so use it sparingly but in the process will also make the rubber tacky again.
