The set powers off after a period of time.right before shut down it emits a whining noise from the rear of the set and continues after it has shutdown.I'm not real good at trouble shooting, but if there is a specific fix, like a cap or something, i can fix.I just need a little direction.I'd appreciate any input.

You might have a cap that shorts after it heats up causing your problem.
The whinning sound you hear sounds like the power supply has a short on it.
Usually when this happens though, it doesn't go away until some part such as the horizontal output transistor is replaced.
RCA's are notorious for flybacks shorting and then shorting the horizontal output transistor.
Your flyback may be shorting intermittently.

It the Colors wheel,cooling fan will shut down,if it start making noise to the fan,because the whole projection egine and the bulb link to it.The fan have to run a certain RPM to keep the tv running without problems.These colors wheels run 1000 RPM to start to give the tv colors and it make out Flexy glass and plastics.What ur opinion,who will give u the problems,first as parts wise.Ok any noises like whinning in the tv alway the colors wheel starting to buckle and warp.Getting worse make motor noises and briddles enough will brake and shatter it into ten of hundred of pieces.Who know,than inside what else will cause the rythum of the RMPS running of the tv,when u replaced it.
Unfortunately it has nothing to do with the power plug.
If you turn it on and it works normally but then shuts down it's activating an internal protection circuitry to prevent damage to your set. It's not an adjustment, it's not something you can fix at home. Sorry to be the bearer of bad news but it will likely require a shop repair.
1.Check first if the shutdown of your tv follows a certain period of time. Example after using it within 12 hours it automatically shut down. If so the the matter is only on settings of your tv. 2.But if your tv shut down at an irregular time the problem is in your board. In this case if your tv still work but still shutting down automatically its better not to use it so that their will be broader damage. 3.The most common defect on this case is loss contact of components due heat and mechanical undergone during the usage of the tv. If you know how to resolder board, try to resolder the components specially those who are showing loss contact. You can recognize it because a good solder one has shinny and no round like on the soldered surface.Try also to resolder important parts such as IC's and transistors. note : a good resolder needs to be done in order to avoid problems and damage. 4.Another possible cause is the tack switch for channels,menu,power and etc. You can remedy it by spraying it a contact cleaner. 5.If the problem still going even after the procedure its better to bring it on reliable and trusted service center.
my screen will turn on right after unit is plugged in and stay on for a short period of time, then it shuts off and the red light near the power button blinks and teh tv will not turn back on.
there might be problem of loose contact in power supply
A high pitched whine is most of the time the power supply trying to run, but it is being loaded down from a short somewheres in the set. Sometimes a resistor on the CRT board will open and make the set shut down right after start up, sometimes the horizontal output transistor causes this problem, almost any circuit for that matter can cause this problem.
