That means your wi-fi adapter is turned off, and you'll just need to turn it on. Normally, you can simply press Fn and F2 at the same time to turn on the wifi capability of your laptop. Otherwise, consult the manual on how to turn on the wifi.

Sounds like your WiFi isn't connected. Pop the charms bar out of the right hand side by putting the mouse in the upper right hand corner, and go to settings.look for the WiFi icon, click it, is it connected?
I think wireless is not broadcasting or set to invisible. You need to go into the web-interface in the Belkin. typically you get here by HTTP://192.168.1.1 but it shows in the small booklet also the pass is in the booklet. If teh pass is lost reset the router as mentioned in the booklet

log into the router and make sure that the Wireless Router is "broadcasting" Wireless is enabled.
to do so open Internet Explorer and in Address bar type in 192.168.1.1 Username:linksys Password: admin then click on the "Wireless Settings" tab
well first of all you will have to login to your routers control panel using the software which was provided or using the web based interface... you can set your PPPOE INTERNET connection over there as it is self explanatory in the wifi router control panel...
for sharing your files though your laptop you will have to enable file and folder sharing... which can be done by right clicking any folder selecting properties and then sharing....
you cannot make your PC as the server in case of broadcasting Internet through your house because your wireless router is there to do that...
open command prompt and type ipconfig
you will have ip address and default gateway.the default gateway number is what you need to put in to the address bar and enter into the belkin router and after loggin in go the wireless setup and configure the wep and also make sure you configure the same wep in your laptop/wireless pc.
I think you have lost your PPPOE internet connection. Reestablish the connection. If this is not the problem, click your wireless connection on the taskbar and search for your wireless device and reconnect. BPCS
