I have the E63 and it has a camera.
It is 2 mega pixels and it can shoot video as well.
The quality isn't that great, but I have seen worse.
It also has a LED flash. Quite handy, because it can be uses as a flash light.

This usually an indication of a power supply problem, have the PS checked for bad capacitors in the output section of the PS.

If it has low Mega Pixels it's worth binning if it has high take it to a camera shop to get it looked at. Good Mega Pixels 8 - 14 rubbish mega pixels 2 - 6. hope this helps!
