With nothing attached to the mother board except 1 stick of RAM in the first slot the power supply and monitor attached, and then  it still turns off ; I would make sure the heat sink was clean Reseat the Cpu and try it again. Now if the same results. I would attempt to substitute a different known good power supply. If that would not work, you are down to substituting a different CPU .

My PC is not starting what is problem.

first make sure your ac cable is working well, then try to check the power supply of your computer if the fan rotates every time you hit the power button of your cpu, if not then change your power supply. if it fan rotates and stops, try to used another power supply if fan rotates and still won't display open up your cpu try to check if the fan over the processor will rotate and still don't recieve display. try to remove the video card and memory and clean it and re insert it. if still don't work. you got your motherboard defective.

You have an MSI 6390* motherboard, MSI has an archives with 3 different versions of manuals available, just depends on which version of the board you have.
Here's a link:

COMPUTER WON'T POWER UP

Hi,
Three are a couple things you can check/try. Remove the memory, (If you have more than one DIMM load only one). Boot the system. Try each dimm in turn one by one. If your board is old. I see three ISA slots on the board, so it's old. It is possible the thermal tap or thermal grease may have dried up. (This will cause your CPU to overheat & shut down). The grease is located between the heatsink assembly & the CPU. Remove the heatsink assembly. Take a clean rag with a little alcohol on it & wipe off all old thermal grease. (Care full, do not over soak the rag & do not scratch either surface, heatsink or CPU). Double check all connections while in the case. Try booting again. Most CPU fans last for 50,000Hrs or five years. If the steps above did not help, you may need a new heatsink assembly, this will come with a new fan. Lastly, if all of the above has not helped. Check the voltage of the cmos/bios battery. It should test 3volts DC. If it test under replace it. On the outside shot, if you have done all of the above try another known to be good power supply. (If your CPU was bad nothing would turn on, not even the fan).
Give it a once over!

Good luck lieutenant_1!
