Thats caused by a convergence failure. The Sony type 1 convergence repair kit from www.tvrepairworld.com will usually correct that issue the kit contains the components and the CD with repair instructions so you can repair yourself.

The convergence ICs have failed. You will need to install a convergence repair kit. You can get the convergence repair kit for your model Panasonic from www.tvrepairworld.com which contains both of the Convergence ICs , the associated resistors and the cD with detailed repair instructions.

You have bad amplifiers otherwise known as IC's which serves the purpose to give you a true grid for your picture which people know as convergence. If these Ic's are completely gone you will need to replace them before your television will turn back on.
Another problem that you may have is the glass fuse which is located next to the power supply is blown and needs to be replaced.
