Use a voltmeter to check the pins in the power cable for the proper values. The output ratings are shown on the label on the adapter.
If the adapter is bad you might be able to get a replacement from your service provider (if you got the modem from them). You would probably have more luck just replacing the modem. DSL modems are available at big-box retailers (Wal-Mart, Office Depot, etc.).
