Might be a refresh issue, try changing that:
Right-click the desktop and go to properties|settings|advanced
Go to the monitor tab and change the refresh rate. Typical is about 75 Hrtz, but your monitor could be any one the ones listed.
If that doesn't work, try an updated driver - which I can help find if you post the make and model of the monitor.
