My calculator had gotten some water in it about a week ago and I had replaced the battery and it was working fine. But now all the sudden everytime I turn it on it go to a certain function in the menu and just seems to freeze up. I can't type anything and the only way I can turn it off is by taking the batteries out.

Mmmm... it sounds like the calculator has been dropped or possibly gotten wet - maybe with something wet & sugary, which when it dries leaves behind a sugar deposit that won't allow enough electrical connection for the keys to work.
At this point, you've got very little to lose - if you suspect that it may have gotten wet, you could pull it apart (carefully) and rinse it out inside - very thoroughly - with distilled water, then let it dry for about a week before you put it back together.
If it's been dropped, it's probably not worth repairing; even scientific or statistical calculators are inexpensive compared to the cost of repairs.
I had the exact same problem, after multiple resets I realised the problem was low battery. I measured the voltage and it was indeed 2.8v when it should be closer to 3.3v.
try replacing the battery and it will work fine.
TI calculators have an annoying habit of dimming the screen when the batteries are changed so that it appears as if the calculator isn't turning on. Turn the calculator on (or at least press the ON key). Press and release the 2ND key. Press and hold the Up-arrow key for a few seconds and see whether the screen becomes legible.
If that's not the problem, try resetting the calculator. Remove all four AAA batteries. Press and hold the ON key for ten seconds. Replace the batteries. The calculator should now turn on and work normally. If it doesn't, please add a comment to this post and we'll go on from there.
I don't know how you went about cleaning the battery contacts but if there was any chance to have gotten moisture into the case, it may never work again.
The circuits operate with currents in the nano & femtoampere range and even a breath of moisture can temporarily disable them because of stray currents.
The failed battery may have also damaged fine printed circuit traces as well.
I have a regular TI-89 (HW2)...have had it for 6 or 7 years. Suddenly it's doing the same thing. I have to put new batteries in it every week or so. I even replaced the backup Li-Ion battery. I'm getting really tired of buying new batteries but don't want to go shell out 100+ for a new one.
Anyone have anything on this? I'm having trouble finding much on this...
Sounds like a possible short to me, But I don't have experience with that cause I have yet to test my calc with water if you know what I mean... The one thing that I can suggest is trying to connect with another persons calc and try the "send OS" command to see if that will reset your calc to a working state. Sorry to hear about the damage though.
