The main (lower) oven of our Neff double oven gets hot when it is turned on then after a few minutes starts to cool down and never regains the correct temperature, the top over and grill are working perfectly.

There are is an ignitor nest to the oven burner. that part gets red hot when you turn the oven on, but when starts to go bad it takes longer and longer time to open the safety valve that supplies gas to the burner. or i can turn on but it will not stay on it go es of again. theignitor needs to be replace.

That code is for obstruction in the lower door lock mechanism. You need to check for a obstruction in the lower door lock. The next step would be to disconnect the power for a few minutes then turn it back on and see if the code reappears.

sounds like that element is getting a "hot spot",high resistance area, will oven operate w/o that element in place?you also could have a bare wire touching the oven case somewhere, if it trips w/o having anything turned on remove back cover and examine all wires and connections
F9 has to do with the door lock/latch monitoring switch, i would try to remove the oven for mthe counter andremove the back panel, in the approximate hieght levle of hte top of the lower oven mounted to the right side( standing behind) unit youll find a small lacth / motor assy, that drivesthe self clean latch, WITH POWER TURNED OFF> i wouldlook closely at the switch mounted to the assembly make sure its not out of line , (perhaps twiste doff to the side, not making contact, or something else real obvious.. definalty related ti a faulty read of that switch .chances are it got 2 hot and distortred teh mounting and/or function of that part.. worth a try any way good luck!
is there a heat probe inside the oven? sound like you owen is overheating. i would check the TOD, if the oven has one. this thermostat regulates the temperature and if it's "open" it needs to be replaced.
Well my friend these type ovens have eyes and sensers. It could be that you left something on the sensor when you were cleaning it. That is if it is not self cleaning. Self cleaning gets real hot and could affect your appliance in some way. It shouldn't but it might.
