How can i reboot my acer laptop

Press Start(ORB at bottom left for vista/w7) and if you're on windows 7/vista, there should be a list button on the bottom right side of the start menu saying "Shutdown"(windows 7) and "Sleep"(Vista), click the list and click Reboot.

On XP you need to click the Shutdown button and before you click shutdown instead click Reboot(Green button If i recall correctly).

Drivers must be reinstalled with every boot up of Windows Vista Ultimate.

Yeah i can understand... Vista is showing same problems with other hardware & their respective software also... so i suggest you to download a new version of driver of AIWA PCI modem which is specifically for Vista...and you can find this on AIWA's website

Can i reboot vista?

Yes, you should be able to, however, after you get it booted, you will have to visit the manufacturers website for specific downloads on drivers. It's just my opinion, but instead of reloading Vista, I would go back down to Win XP Pro.
