I had the exact same problem last night.
Here is what I did and it fixed it with NO PARTS or SERVICE CALL.
First, I took the drain hose and Blew through it with my mouth... I got air bubbles to come up in the wash bason, this told me the drain pump and hoses were not "Clogged"..
Next I took a shop vac and a 5 gallon bucket and used the vac to **** on the drain hose to start a siphon into the bucket...worked like a champ... I had it drained in less than 3 mins....
I Took the back cover off and then the drain pump off and took the 4-5 screws out of the mounting bracket and took the pump cover off.
What i found when I did this was that there was a VERY SMALL FLAT ROCK stuck between the impellor and the pump casing.
WIth a small screw driver I flicked out the rock and the impellor was free again... HOWEVER, When you do this, the impellor will turn half way and stop... half way and stop, half way and stop...etc.........IT WILL NOT SPIN FREELY like a top. When the motor is still attached to the pump, the armiture in the motor still gives reisitance to the impellor...This I PRESUME this to be normal..
I ended up putting it ALL back together except the back cover to test it...I turned it to a wash cycle and let it run for a few mins. Then i hit stop twice to cancel that wash request. Then i started a second wash cycle and the drain pump kicked right on to drain the water left in the basin from the first test wash..... So far she's purring like a kitten..... Fingers Crossed of course...

110.23032102 shows as a kenmore model number. I couldn't find a matching part number, so we'll work off the assumption that it is the model number. That being the case, if just the top portion of the agitator does not work, you are likely looking at and agitator dog problem. Yes, it's a silly name for the part, but that is what it says right on the manufactures replacement part. While you are in there, I would also recommend replacing your thrust spacer as well as they get brittle over time. So, once you have part numbers 80040 (agitator dogs) and 8055228 (thrust spacer), here's how to swap them out. First remove your fabric softner dispenser. It should have a blueish/ green ring around it. The ring locks it in place. Lift the ring and the dispenser will lift off. Next, as you look down under where the dispenser was, you will see clear plastic with a black rubber ring around it. There are 2 tabs sticking out of the top of it, just grab these (needle nose pliers would make it easier) and pull it up. Under that you will find a bolt (7/16" if I remember correctly) Remove the bolt and the whole agitator can lift out now. If only the top half comes off, don't worry about it. the bottom half can stay without a problem. As a matter of fact, the thrust spacer sits between the 2 halves. Now, the area where the bolt came out is a seperate piece. It may or may not be held in by two white plastic tabs at the bottom. If it is, just work the tabs off with a small flat head screwdriver. Once this piece is seperated, you will now see your agitator dogs. There is a ring holding them on from the bottom. Slide the ring off and replace all 4 dogs. Wipe any extra fabric softner and shavings from the previous dogs out. Re-assemble in reverse. .

Does the bottom of your agitator work correctly? We had the same problem if you pop the cap off the top of your agitator there is a cam in there with 3 dogs that engage the agitator causing it to spin. If the bottom part is agitating correctly then chances are the dogs in the cam assembly are shot. If the bottom is agitating correctly then it is very possible you have something stuck under the bottom section of the agitator. If this is the case remove the top cover (same as before it's just a lid that pops off) inside you will see a 1/2" square use a 1/2" drive ratchet with a 3" or 6" extension unscrew this piece remove the top section of the agitator then the bottom. Once the bottom is out check to make sure all is clear inside the washer. Reassemble in the reverse order making sure the lower section sits all the way down on the splines for the drive mechanism. If neither one of those solve the problem I would suspect you have an issue in the drive train of the washer.

sometimes the agitator gets loose, causing the drum to sway to far all over the place.make sure its tight , remove the softener dispenser (manual nut), then tighten the metal nut that holds the agitator down
