Check cables first, then make sure everything is plugged into the same power ground. Hum is always caused by bad grounds or bad cables. Otherwise you have an internal component failure and without more information Im not sure which one it could be.

if you are refering to your computer speakers the speakers plug/outlet is usually at the back of the computer you will have to open up the computer to check the lead attached to the rear of the input plug make sure the connection is good be sure to wear an anti static earth strap before touching anything inside your computer try cleaning your computer of dust using a fine air blower from a compressor making VERY sure that there is no MOISTURE in the air line specifically around the CPU central processing unit and your sound card dust causes static to build up in a computer causing it to overheat any many other problems hope this helps
plug the double head phone thing (about 3 inch long ,included) in to your computer and other end in the ipod dock slot ( with the musical note NOT the head phone slot) and plug speakers plug (black NOT green) into back of subwoofer and plug in to power and maker sure volume on computer also you might want to reset or log of the computer somtines music doesnt play (i.e itunes) and enjoy music also i have a macbook im not sure if its same with windows but it should work

you have to look at back of your comp, if you has a 5.1 speaker first, like Creative Audigy, live, or X-FI, then according with the cables, colors, must be, Green . black, according for output sound, see manual for the cables and put at back according.
Based on the fact that you have put a headset in and another speaker system and it is working properly there is nothing wrong with your windows settings. I would leave them alone.
The issue appears to be with the hardware. Have you attempted to plug the speakers into another source (ie. cd player, ipod, etc)? If you plug them in there and they don't work, take the speakers back and have them exchanged. If they're not under warranty you're going to have to either get them fixed or replace them.
