Replacing the firmware of these devices can correct all kinds of irratic behavior. I recommend installing the most recent system software. The latest BlackBerry Bold 9700 system software is available through here.
First, download and install the latest version of BlackBerry Desktop Manager software from: https://www.blackberry.com/Downloads/contactFormPreload.do?code=A8BAA56554F96369AB93E4F3BB068C22&dl=DA5FB46338C8C0DCB1039F7898184FC5 Once installed, connect your BlackBerry to your computer via the USB sync cable. Open Desktop Manager, and click the Application Loader. On the right, you will see Update your device software. Click the Start Button, and if your BlackBerry is not on the latest Handheld Software, an update will appear. Select the update, and run the install. Be sure to select the option that backs up and restores your data. Once started, do not shut down your computer, or disconnect the USB sync cable as this could damage the device. Once completed, your BlackBerry will restart and you will have the latest version available. This version has been known to correct various issues.
1.)Turn on your BT on the 8300, 2.)Press and hold the button on your H700, flip open the boom when the light turns blue. 3.)On Blackberry go to BT setup and select search, it should find it. 4.) when it askes for the PIN enter "0000" and OK it should then be connected.
I suggest you to check the battery status.
If the battery is not charged completely handheld does not turn on.
If the battery is fully charged and still the phone is unable to turn on, then check with the other battery.
Inspite of that you are facing the same problem, visit the outlet from where you have purchased the handheld to service.

New Power / Lock button usage
Using the Power or Lock button on the top of the BlackBerry smartphone, you can perform the following tasks depending on the state of the BlackBerry smartphone: State of the BlackBerry smartphone: Unlocked and the back light is turned on
Action: Press and release button. Result: Locks the BlackBerry smartphone and turns off the back light.
Action: Press and hold button. Result: Turns off the BlackBerry smartphone. State of the BlackBerry smartphone: Unlocked and the back light is turned off
Action: Press and release button. Result: Turns on the back light.
Action: Press and hold button. Result: Turns on the back light and displays the power off prompt. State of the BlackBerry smartphone: Locked and the back light is turned off
Action: Press and release button. Result: Turns on the back light and displays the unlock prompt.
Action: Press and hold button. Result: Turns on the back light and presents the power off prompt. State of the BlackBerry smartphone: Locked and back light is turned on
