This to happened to me with my insignia 27", I stumbled on the fix by accident...first unplug the tv and wait for 10 minutes, next just press the power button for 10 to 15 seconds and then put the plug back in and power it on (keep pressing the power button without releasing til it is on) then you should be able to use the menu and all other buttons manually....you may have to repeat this again.

·Stand within operating range of the Insignia TV, then aim the remote at the TV's receiver and press the "Lock" button on the remote control.
· Aim the remote at the TV and press the channel buttons to make sure the TV is unlocked. When the TV is locked, it shows a black screen and does not allow you to view anything else. If the screen remains black, press the "Lock" button again. If this doesn't work, change the batteries in the remote and start over at step
