You are usually looking at $500-$800 depending on who is going it. For a buring smell I would first look at the condenser fan motor seizing up. If it is running properley then the relay on the compresser may have burnt up in which case you can install a 3in1 hard start kit and see if you can get the compresser to run before spending money to replace it.
This sounds like the relay has gone on the compressor. Call your local appliance parts store (no model no. needed) and ask for a hard start kit. Instructions are on kit. I use ERP 410 powerstart relay capacitor and over load. See it has everything and is much better than the original. Remove the back cover, pull the original relay off the compressor pins, cut the two wires and install according to instructions. Very easy job.

might be your compressor relay gone bad. if the condenser fan was running and no compressor that could be the case. Also could be a bad compressor. you could try installing a 3in1 start kit. cost about $30. if doesn't start with that then compressor is kaput.
I had the same problem. Mine turned out to be the PTC starter. Checked the compressor coil resistance and it ws fine. Replaced the PTC starter with Item #: 1268268 from Repairclinc.com and it started right up. The PTC starter was an exact replacement.
Hope this helps some else trying to solve this problem. To bad Haier doesn't offer this part!!
IT IS YOUR COMPRESSOR TRYING TO START BUT CAN'T,YOU CAN GO TO YOUR LOCAL APPIANCE PART STORE AND ASK FOR A 3IN1 STARTER KIT,THIS COMES WITH DIRECTIONS AND IS EASY TO INSTALL,I WOULD UNPLUGG THE FRIG. SO YOU DON'T BURN UP THE COMP.,LET ME NOW HOW YOU DO-MIKE
