it means you did not install the correct drivers for your laptop. I have experienced this before, but its was rectified when I installed the correct drivers.
Make sure the drivers installed is the exact drivers for for your operating system (Vista/XP).
Go to dell.com, look under the page, and select drivers & downloads under "Support".
On the next page click, "Select Model", choose "Laptops" Choose "Inspirion Laptops" then select your laptop model (1420), press confirm and proceed for the download.
Select your operating system (Win XP or Vista) scroll down and you would see "Audio". Select audio and proceed for the download.
Make sure you uninstall the old audio driver from your computer, before you install the new one.
To uninstall the older driver, click start menu, under search, type, "Device manager" and press enter.
From device manager, right click on audio and uninstall from there.
Oh! Sorry. Try to search for the XP Drivers for your Laptop or Return the OS to Windows Vista, some Toshiba Laptops does not have XP Drivers if downgraded from Vista to XP.

There are password erase programs out there, but they are pretty expensive. Best to take it to a techie who has one, and let them do the dirty work for you. Probably cost you $25 or $30us to have it done.
