Firewire DV and USB are two different type of cable. This camera offers both, but the USB connection is only used to transfer still photos, not video. Most PCs don't have a socket for a Firewire DV connection, but you can install a Firewire add-on board in one of the PC bus slots. Then you need a Firewire cable with a small connector on the camera end and a bigger connector on the PC end.
Take a magnifying glass to the firewire port on the camera. Check to see if it looks damaged at all.
I've used firewire with my students for many years and this has happened to me on more than one occasion. The student is not as careful as he could be when plugging in the cable. The inside of the firewire cable becomes damaged. This is a cheap fix. Buy a new cable.
However, when the port is damaged, it is an expensive fix.
Since the computer recognizes another camcorder it may not be the computer. And if you are using the same cable, then it will probably be a hardware issue with the camera.
Look at the port and let me know if anything looks out if place.

This model looks like it is a couple of years old.
Yes it is NTSC. But it does have a firewire port which you can use to import your video to you computer, where you can convert to PAL and burn to a DVD. A stand alone converter to convert from NTSC to PAL is very expensive.
