It looks like Norton may have some security issues with Vista, where it tries to run files with insufficient security.
Try finding that file in your Windows Explorer window, right-click on it, run as Administrator.
If that works, and you trust Norton's products, right-click on the file again, Properties, Compatibility, Run as Administrator. That may cure the problem.
If I were you, I'd also find the Live Update executable/program, right click on that, run as administrator.
