I have a Proheat 2X and had the same problem. I tried the Water Rinse setting and found water came out and was suctioned properly, but on the Light Clean, Normal Clean, and Heavy Traffic settings, the unit failed to do anything. Problem may be with leaving the soap dispenser in-place, which might scum up the tubing.
SO, an alternative to throwing out my unit and buying something else was to put one capful of the Bissell soap in the water resevoir and keep the unit on Water Rinse. IT WORKS BEAUTIFULLY NOW. Don't know if this will help, but at least I didn't have to buy a new unit. Rinse everything after using and there's been no problem.

I haven't had this particular issue (yet... knock on wood!) with my Bissell, but remember that the shampoo will not dispense with no water in the tank (the most common cause of this issue because sometimes you think it has water but it doesn't) or water not flowing through the machine due to clogged sprayers-- another issue-- but since you're getting water on the floor that is not your issue-- or with the handle locked in position. If none of that fixes it, try removing the shampoo container, stand over a sink, and push your finger up inside the grommet where the shampoo container mates with the Bissell. Shampoo should dribble out. If it doesn't, unscrew the grommet (holding the container upside down of course so the shampoo doesn't gush out) and use your finger and running water to try and the grommet cleaned out.
If this isn't helping, it may be that your soap pump or soap dispensing trigger switch are defective.
