Whenever I try to start the camera, a message showing 'Turn the power off and on again' repeatedly keeps on coming. The lens comes out and instantly retracts back in. I tried taking the battery out and in, memory stick too and even recharging the battery and repeatedly repeating the above process, but it still does not work. Please help!

You have to open the cage of the camara gently & the put the betteries, then if you are catching the cam. from the screen side, you can see on the left side the wheel of the lences, in the same moment you are turning the cam, move that wheel with a little knife or anything you have, it will work.

Hi, Due to malfunctioning of FLASH UNIT assembly this message appears"turn off the power and on again". A very common problem in these models. Just replace the COMPLETE FLASH ASSY and camera will work fine again. The detail of part is given below:

This is a common problem for all Sony Cybershot digital cameras. It is saying the error "Access" because whenever you turn it on, the camera finds it hard to retract and open out the lens. Chances are, there is some sand or maybe dust or dirt of These are few things you can do.
You can blow a compressed air on the camera's lens to try to take off the dirt or granule of sand stuck within the lens. Also, you can try to hold the camera from your right hand with the lens facing the ground and hit the camera's base on your left palm. Do this several times.
You dont need the disc to download to computer.Take the card from the camera and put it into the card reader on your computer if one is fitted, if not you need one that goes into a USB slot
When the card is inserted into the reader a box will open on the screen with several options as to view images or download them.
I would also download Picasa 3 which puts your photos in date order and also has photo editing. This is a free download and is part of google.
