Sounds like you are not getting water I'd check the water valve first.

Try "resetting" the control board by running the diagnostic cycle. The cycle completes in 15 minutes.
The details are in the service manual. The manual can be found hidden behind the tow plate (at the very bottom front of the washer).
The diagnostic cycle may tell you the problem. It also helps clear up some of the software gltiches.
It is easy to run the diagnostic cycle.
Just the buttons in the following sequence. The sequence should be complete within 6 sec.
heated dry -> Normal -> heated dry -> Normal
This will trigger diagnostic cycle of 19 intervals. Pay special attention to the intervals 18, 17, 9, 6, 4.
Interval 18 - displays your controller module number (should be letter 'd' followed by number 0 or 1 or 2 or something. Note that down for future reference.
Interval 17 displays 'software generation number' Note that down for future reference.
Then wait until you reach interval 9.  --- clean LED turns on - then an open or shorted thermister is detected.
-- Sanitized LED turns on - then the washer detected greater than 100 deg F temperature
Interval 7
-- Soaking/sensing LED should NOT come on (unless food soil is present).
Interval 4 -- Soaking/sensing LED should come on

Let the cycle complete and then try running the normal wash. Hopefully the possible glitches are cleared by now and you should have no problem.
If this doesn't work, time to call the expert tech.

When I turn on the dishwasher it seems to 'power up' and down several times before it starts to wash. This goes on for about 5 minutes.

this is actually normal, it is going through a purge cycle,
draining, checking water temp, checking water fill
the longer the cycle, the more it needs to check
this coud be remedied by cutting back on your saop a bit
less suds

Our whirpool dishwasher seems to be cleaning the dishes here and there, missing some. The top shelf of the dishwasher does not seem to be cleaning at all. Also the soap dispenser does not seem to be quite...

This sounds more like the sprayer arm isn't rotating freely.
Open the dishwasher and pull the bottom tray forward (remove it if you like)

Reach in and try to rotate the sprayer arm. It should move freely. If you give it a quick flick, it should spin around at least one full revolution before coming to a stop.

Sometimes these become blocked by dishes or plastic bags in the bottom of the dishwasher, other times they simply wear out and you'll need to replace the arm assembly. When I replaced this for our GE dishwasher this spring, the total cost was around $38 for the parts. The replacement took less than 5 minutes, with no tools.

If you want help tracking down replacement part numbers or a source to buy them, comment back here and I'll google them up for you.

make sure the drain line is clear ....when the dishwasher is going through the drain cycle there should be water running down your sink drain .....if you don't hear it or see it then your drain line is pluged ....un plug it and you should be fine

Whirlpool Dishwasher won't drain during normal cycle

As you say a clogged line or valve does not make sense.

Try running it without the heated drying and see if it empties or if the cancel button will work then.

The dishes should air dry quickly if you empty it and open the door.

It could be a defective thermostat allowing it to get too hot during the heat cycle

Quick Wash cycle restarting

Aestaie, On the quick wash cycle the machine goes through a heated rinse at 160 degrees. I think what's happening here is that the board checks the thermistor and is finding that the water is not hot enough and say's, hey, I need more time to heat this water and resets itself. The element in the dishwasher will only heat the water 1 degree every 3 to 5 minutes. So after the initial wash, there is a 2 minute drain, it fills again and there is the heated rinse. If the water is 120 and the final rinse needs to be 160, we have some heating to do here. Therefore the reset. Sounds like the dishwasher is working OK, Catriver..post back
