Compresser runs, no water is removed

If I turn on the dehumidifier, the compressor starts running as normal, but no water is collected in the bin. I've run the unit for hours on the lowest setting(the --) and not a drop.
I took the back off it to see what is happening. The compressor (large black pot) gets very cold and the condensation is running off it.

I must admit I may have "abused" it. I was using it to dehumidify my RV last year and the temp did get down close to freezing. Not sure if it is damaged by low temps or not. It also rode in the RV for a few hundred miles, so it's been shaken a bit.
BUT it did work once or twice properly after this.

Is it something I can fix myself, or does it need to go for service?
