Why doesn't it charge batteries?

Some nickel Clyde batteries have different impedance and need a certain charger to charge that battery.
If you read this web page you can see what the differences are between certain nickel batteries.

They have to be from the same company that made the charger to be exactly sure that they will charge and they have to be NiMH to charge is that charger. Any lithium polymer battery will not charge in that charger as far as I can understand it.

Finding lost charge cords, connectors, & adapters for 1$

Thrift Stores usually have bins full of all kinds of cords; chargers, connectors, adapters-you name it-and only a dollar each! I've found everything from expensive, top-of- the-line USB to USB cords to the oddball power cord to my old waffle iron. No matter how old or how new, common or uncommon, digging through the bins at your local thrift store saves not only money, but time and effort as well.

How long should I charge my 900mah li-ion batteries for the first time? How long should be after first time?

You should be OK to charge the battery for 10 hours at a constant current of about 90mA. I assume this battery is a 3.7v type, with a full charge voltage of about 4.2v (it would be useful to monitor this with a multimeter).

Check that you have the correct battery in the charger as the charger will not charge any type of battery, only the battery type listed on the panel.

You should use a converter in front of the charger. There are issues in other countries with frequency as well as voltage

What does the flashing red light mean?!?

The flashing red probably means that the charger is working correctly and is indeed charging the batteries. The light should turn green when charging is complete after anything from 1 to 16 hours depending on how this charger works.

Do the following test: Fit the charger with your batteries and connect it to the mains. After 1 hour check if there is a detectable temperature rise in the batteries. You can do this without interrupting the charge cycle by touching the cells with the back of your fingers. If the temperature is still low, let it continue for another 15 hours or so, checking every now & then for any temperature increase. Should the temperature rise more than a few degrees, then stop the charging by removing the charger from the mains. Should the red lamp remain flashing after 16 hours, then I suspect you to have a defective charger.

I have this issue with one of the batteries in my set. (Purchased last summer). It is a PL-7522

It seams to be the battery, as I have tried combination of charging ports and controllers. The other battery seams fine.

A 12 volt battery needs about 13.5 volts to reach a full charge. It should stay at what ever voltage you bring it up to, with no load connected.
Most gate controls are solar charged and should be fine under normal circumstances.
Charge the battery with a regular 'automotive' type charger and then test it with a few cycles, open and closing gate.
Also check voltage from charger at gate...
