It can be two issues. If you buy an aftermarket charger (i.e. not a Dell brand charger), it will NOT charge the battery. Dell has a built in safety feature to prevent non-Dell charges from NOT charging the battery.
In order for you to charge the battery, you will have to buy a Dell branded charger made for the laptop. I suggest eBay, they are way cheaper than the ones from Dell directly.

It seems the charger port on ur laptop have some fault...take it nearest service center...
