Desktop fans do run constantly, you cannot avoid this.
The reason they get loud is because there will be a build up of dust on the fan blades.
To rectify this problem turn off the computer and remove the power cord from the rear. Then you need to remove the side panel from the base unit to expose the motherboard.
You will see that inside the case it is full of dust. Look at the CPU fan (the fan on the motherboard) also take notice of any case fans too, they are at the back.
To clean the fans and the case you can use a clean dry paintbrush or compressed air.
Once the inside of the case is cleaned you will see a noticeable drop in noise.
Its good to keep like that since PCs need cooling regularly. Not like laptops. Laptops are designed based on architectures which provides cooling internally. Using copper pipes is an example. Anyway there are ways to control the fan speed. Before that check which fan that runs constantly. There are several fans in a system unit. Such as CPU fan, Graphic controller fan, chassis fan, extra coolers.
First thing is that you have to adjust your power scheme.
Go to control panel and then power options. Select appropriate settings.
If you use Vista as the OS this is a common problem since its visual effects eat the cpu. Specially that side bar and other things and drivers.
Check whether you have a process which is using 100% cpu using task manager.
(Processes tab in task manager).
If so either you have to stop it or terminate it of its a hanged program.
There are options to control the fan speed in your bios. Check the bios.
To enter bios you can use one of these keys.
Del, F2, F10 or Esc. One will let you in.
Check the fan options and specially for a QFan option.
You have to adjust the settings to control the fan.
Finally there are hardware controllers which controls the fan speed near the fan (built in to the fan or near the fan's plug on the mother board). You can adjust them if you need to.

The fan has a third wire, that is used to tell the uProcessor that it is spinning and in some cases how fast. Replace the fan and that should fix it. Spares form many suppliers on ebay
OK generally the Fan is controlled via the CPU, settings can often be adjusted in the system BIOS, that is accessed before bootup by pressing a key, often the DEL key straight after switch on.
There is a program called speedfan, this is an excellent free program that allows controll of ya fans it has extensive help and is easy to install and use.

In a desktop computer the fan is supposed to run constantly otherwise the processor would get that hot the system would repeatedly shut down or even damage the processor or motherboard.
If the fan is noisy then chances are that the fan blades need cleaning of dust.
If blowing the dust did not help your only other options are replace the fan or replace the heat sink with a newer one that incorporates a quieter fan.
Fan is controlled by a temp sensor on Mobo and by CPU. I hard wired my "dead" fan to a constant 5V power supply (off the battery bus) and now it runs constantly, doesnt bother me and I have yet to lock up. My CPU cover actually discolored and warped because my fanless CPU got so hot!
