Heater plugs are easy, 1 is hard if fitted with a turbo diesel on the bosch pump, 1 behind it.
there easy to change.

You will need some decent spanners, the nuts are 8mm on the wiring and some will need a 1/4 drive socket, some a small spanner, get decent glow plugs, maybe citroen ones, there are som unreliable ones out there, even the Bosch ones sold by factors are not as good as factory! the plugs themselves are usually13mm and tight. You may have to take some air filter or emission stuff off but not the fuel injection pipes, leave them alone!

Firstly buy good heater/ glow plugs from the dealer, the ones from factors, allthough a bit cheaper can be poor performers. You will need decent tools (8mm spanner/ 1/4 drive socket set and 12 or 13 mm 3/8 drive socket set and spanners) you might have to remove some inlet piping but do not take injector pipes off! take the 8mm nuts off the wiring first then unscrew the plugs, dust off the debris with a small paintbrush before sliding the unscrewed plug out.Tighten the new ones tight and put the wire back on (dot forget the power feed on one plug as well as the wire that connects all 4.

Are you sure they are faulty? the warning light often goes out before the relay drops out and stops the glow plugs, try on the next cold morning waiting for the count of 20 before cranking and see if that works.they are on the front of the engine, they are fiddly but not too hard to change, the wiring is held on with nuts with 8 mm heads, a 1/4 drive socket set and a spanner is needed. The glow plugs (buy good ones not cheapones) are 13mm and a 3/8 drive socket set and a decent combination spanner are needed. do not remove the injector pipes as one small bit of grit will block an injector.

Engine idle speed on citreon berlingo 1.9

Warm diesels should idle low. Some of them 800-900 revs.
At cold, they should have a fast idle, some 1100 revs.
look if your engine has a cylindrical device, with a bowden cable to the diesel distibutor pump. This will be your coldstart device, responsible for idle revs.
