Hi Katherine,
This has to do with a chip on the Imaging Drum Unit. The chip has been "spent" or faulty. Whether it is a brand new HP Drum unit or a refurbished one, you should bring it back to your supplier.
Note that just replacing the chip on a used Drum Unit would have problems later as there is a waste bin which could be nearly fully.

Laser printers work by creating latent images on a rotating, light-sensitive drum and then attracting toner to exposed points on that drum. If any point on the drum’s light-sensitive surface is damaged, you may notice that toner is always attracted to that point, thereby transferring to the final page and appearing as a repeating mark. Because the drum is a cylinder, such marks will appear at equal distances down the page, corresponding to each rotation of the drum (maybe every two inches, for example).

The only solution to this problem is to replace the drum. For most low-cost home printers, the drum is part of the toner assembly and is automatically replaced each time you install a new toner cartridge (which explains part of the cartridge’s high cost). More industrial-strength laser printers place the drum on a separate EP (electrophotographic) “engine” that can be replaced in just a few easy steps. Check your printer’s documentation and replace the appropriate assembly (or have someone do it for you), and the repeating marks should go away.

For Flexer and Guest - The Imaging Drum Assy is the 5-th consumable for your printer. U can buy it as well as any toner cartridge. U can find it in the front of the 4 toner carousel with a green plastic cover. Push it to the back of the printer and pull it out straight up. The new one has orange stripes and plastics that you should remove. The Imaging Drum's life is about 20k pages (black with 5% coverage) and 5k page (colour 15% coverage)

You will need to replace the image drum. This is either due to the face that you have exceeded the number of pages/cycles that the drum supports or the drum has damage. If this is the drum that came with the printer, it is likely they shipped it with "starter" supplies which last a fraction of the time as the regular "full retail" replacement supplies. A URL for HP's instructions on how to replace tn image drum on the HPCLJ 2550 series follows:
