Does not boot up. fans & hd run but no beep

Fans are usually 12Volts, hard drives are 12V for the motor and 5V and/or12V for the electronics inside. It could be a bad power supply that only puts out 12V but not 5V. Also ensure that all plug are okay, including the large 20 or 24 pin main plug, and some mo-bos have an additional square 4 pin power plug.
If swapping power supplies fixes it, there you go. Otherwise it's either a wiring problem or dead mobo.

You are new into this. Follow the step below to solve this problem.

Remove the FAN of CPU, remove the heatsink sinlk and then remvove the CPU.

Put a "Thermal Paste" on the surface of the CPU. Make sure it covers the CPU then. put the heat sink
back on followed by the fan. Turn on your motherboard and reply if this problem is till avail.

Thermal Paste can be found at RadioShack.

I just bought a used (or refurbished) MSI 845GE MAX MOTHERBOARD (478 pin, etc) and plugged in my Radeon 9550XL AGP 8x (4x compatible) card, (2) 512MB Sticks of Mushkin DDR2 (PC3200) RAM, Random IED HD, DVD...

Did you try another graphics card? If this motherboard does not have onboard graphics then try another card. AGP slots go bad sometimes too. I've had that happen.

No activity on startup. Only fans spin up.. No video signal.

You may clean the memory board and video card connector with pencil easier and with alcohol the connectors and reinstall it. this will work. or you need to replace the power supply the orange wire 3.3v might be missing or red+5v, white-5v or the purple wire +5v

Doesn't start. Green LED off. Red light permanently lighted.

First, try replacing the power supply. If this does not work then the motherboard will need to be replaced.

Ensure that you got the cpu fan connected to the correct place, the board has 2 one for the cpu fan andt the other for a system controlled case fan.

If that dont work check to see you got the power supply connected to the board propperly, there is a seperate 4 pin connector using 2 yellow and 2 black wires ensure it is correct.

Check your power supply

unplug the power supply and bridge the green wire with the black one next to it to see if it comes on. OR JUST CHANGE THE POWER SUPPLY TO SEE IF IT WORKS.

NO Power up at all except standby light

I know you say you have the cpu fan connected and assume you have the front panel power switch and restart cables etc.. connected, but have you connected the processor power supply lead from your PSU to the board as Sempron have a seperate power lead to the board to power it up, unlike the old Athlon processors. If you bought the CPU, Heatsink and fan together then it will already have thermal paste on the Heatsink, so don't apply any more. Hope this helps, as I don't wish to teach you how to suck eggs!
