Multiple handsets registered to one base works well. The extra base can be used as a remote charging dock without registering a handset.
Trying to register a handset to two bases is neither possible nor useful.

OTOH, the specific model number was not given. While I have never heard of registering a handset to more than one base, nor made it happen by accident, maybe we all do "...learn something new everyday...".

Call your phone, while it is ringing put your extra handsets on the main base. I did this and they started to ring when on the base and they worked after that. You may not need to call the main line, only put the extra handsets on the main base to get them connected but I didn't try this so I don't know.
This particular model of GE Phone + 1 cordless phone is garbage. Its a problem I have seen many times where the cordless set isnt being charged by the base like it should.
Actually, what the problem is, your handset more then likely has a loose or broken wire inside it that connects to the battery and the charging nodes. and is probably not able to be fixed.
Although you can buy a new extra handset from most websites that sell that model of phone, or even a electronics store if they have it.
You can download the instructions from GE here. In the meantime, try placing the handsets onto the main base unit for 20 seconds each. The instructions say this is how you register the extra handsets with the base.
The handset has lost the link with the base. This link codes the handset to the base with a unique security code so others with the same phone cannot use your phone line.
If you changed the battery, try disconnecting the base telephone line and ac adapter for a while (1/2 hour or so if possible).
Remove the battery from the handset as well.
After 1/2 hour, install the battery in the handset, connect the telephone line and ac adapter to the base. Place the handset in the charging base and the link should be established. If not, the phone is defective.
SOUNDS LIKE SOMETHING HAD HAPPENED TO TO THE WIRING INSIDE YOUR HOME. THERE IS NO DIALTONE GETTING TO THE BASE. PLUG ANOTHER PHONE IN WHERE THE BASE IS PLUGGED IN AND SEE IF THAT WORKS IF THERE IS NO DIAL TONE THERE MUST BE SOMETHING WRONG WITH THE WIRING. MANY TIMES WIRING IS IN THE ATTIC WHERE SOME PEOPLE STORE THE CHRISTMAS DECORATIONS AND WHEN THEY PLACE THEM BACK INTO THE ATTIC THEY MESS UP THE PHONE LINE IF IT GETS IN THE WAY.
You may need to "reset" the whole system. Do this by : 1 Unplug phone line, power to charger base, and remove the batteries. 2 Wait a couple of minutes. 3 Plug in batteries first, then phone line, and finally the power cord.
Then try to set the phones in the basecharger to register.
