My washer won't pump out rinse water. The pump makes clicking popping noises, but won't pump. I emptied the water, cleaned the filter, and even replaced the pump with new pump. New pump makes same exact noise. Drain line appears to be clean. Maybe needs new control board? Board is more expensive so I would like to know that is problem before I spend $130 on new board.

If the pump is working then you will not need a new board..
Remove the pump from the m/c, connect live and neutral supply to the pump, it should run.
If it does then your problem could be an internal blockage in the m/c.

Have you checked for any blockages, in the drain pipe? If that doesn't help you might have a bad pump, here's the part:
Blocked pump, open flap bottom right, drain off excess water manually and remove pump filter. Make sure you get right down and have a look in at the impellor and give it a turn to make sure its free to rotate. You'll probably find a coin, button etc that is catching the pump impellor. When you start a cycle the pump engages for a few seconds and then the w/m takes in water, so if something is stopping the impellor rotating the w/m will not start. Best of luck
You should check and clean the outgoing water screen to make sure your washer can drain properly. Sounds like you have a restriction in your system.. could be a filter screen or the pump itself. Try the screen first and then cycle a load of wash without any clothes in it to see if it empties the drum completely.
