Chk if the powersupply fan is spinning if not then chk the wall unit or chk the power cable you can try swaping it with the monitor and if possible open the tower and chk if there is any light on the motherboard and try to reset the atx connector on the motherboard (it is the power supply connector for the mother board it is a big connector with colourfull wires in it)
or
upplug the power cable from the tower and hold the power button for 10 sec and then connect the power cable back and try to turn on the system

If your power supply receives power and still not turning on, that means the cable inside your CPU (called "IDE") might be the problem. all you have have to do is open your CPU. there is a connector there from your power supply to your hard drive and from your hard drive to your motherboard, see to it that it's properly connected. but if it can't be fixed anymore, better consult your technician.
One bad lead can cause a computer to continue on a cycle to shutdown or fail to detect a hard drive
Test all leads that attach to your hard drive including electrical extensions,IDE,SATA
the leads from your "((MOTHERBOARD TO THE HARD DRIVE))" make sure they have a secure connection and are not faulty or just replace them they could be faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electical extensions or just replace them they could be faulty a computer needs its connections to continue its cycle and have an end so any faulty leads will end up with a computer error
